Student Transfer Information

Inter-District Transfer Options Timeline Appeal Process
Incoming Inter-District Transfer Request: In accordance with an agreement between the Governing Board and the board of another district, a permit authorizing a student of either district to enroll in the other district may be issued upon approval of both districts. Parent(s)/guardian(s) who reside outside the Greenfield Union School District (GUSD), but desire to have their child(ren) attend GUSD must report to the district of residence to begin the transfer process. Upon verification of "release" and approval from district of residence, a student will be considered for placement in GUSD as defined by AR 5117. Please contact the District Office at 661-837-6000. If either district denies an inter-district transfer request, you may appeal the decision to the County Board of Education. Current Year Requests:  Parents will receive a final decision regarding the status of a requested transfer within 30 days from the date the request was received.
Future Year Request: Parents will receive a final decision regarding the status of requested transfer no later than 14 calendar days following the beginning of the school year for which enrollment is sought.
Appeals shall be submitted in writing within 10 days of the districts final decision. Appeals shall be submitted to the Assistant Superintendent of Personnel, located at 1624 Fairview Rd, Bakersfield, CA 93307. As per Education Code 46601, parents have the right to appeal any decision regarding transfer requests to the county board of Education.
Outgoing Inter-District Transfer Request: In accordance with an agreement between the Governing Board and the board of another district, a permit authorizing a student of either district to enroll in the other district may be issued upon approval of both districts. Parent(s)/guardian(s) who within the Greenfield Union School District (GUSD), but desire to have their child(ren) attend another district, must report to the district Office located at 1624 Fairview Rd to begin the transfer process. Please contact the District Office at 661-837-6000. If either district denies an inter-district transfer request, you may appeal the decision to the County Board of Education.
Current Year:  Parents may request an inter-district transfer request (outgoing) at any time during the current school year, once the year has commenced.  Parents will be notified of the status (approved or denied) within 10 days of submission.
Future Year Request:  Applications for students requesting outgoing inter-district transfers are available on May 1st.
Inter-District Approval Reasons
The Superintendent or designee may consider the following reasons to approve an inter-district attendance permit for a student for any of the following reasons:
1. To meet the child care needs of the student, only as long as the student's child care provider remains within district boundaries
2. To meet the student's special mental or physical health needs as certified by a physician, school psychologist, or other appropriate school personnel
3. When the student has a sibling attending school in the receiving district, to avoid splitting the family's attendance
4. To allow the student to complete a school year when the student's parents/guardians have moved out of the district during that year
5. To allow the student to remain with a class graduating that year from an elementary or middle school.
6. When the parent/guardian provides written evidence that the family will be moving into the district in the immediate future and would like the student to start the school year in the district.
7. When recommended by the school attendance review board or by county child welfare, probation, or social service agency staff in documented cases of serious home or community problems which make it inadvisable for the student to attend the school of residence
8. To provide a change in school environment for reasons of personal and social adjustment.
Per Education Code 46600, priority for inter-district attendance shall be given to a student who has been determined by staff of either the district of residence or district of proposed enrollment to be a victim of an act of bullying, as defined in Education Code 48900 (r).
The Superintendent or designee may deny initial requests for inter-district attendance permits due to limited district resources, overcrowding of school facilities at the relevant grade level, or other considerations that are not arbitrary (i.e. Attendance, Behavior).
Intra-District Transfer Options Timeline Appeal Process
Intra-district Transfer Request:   A permit authorizing a student who resides within the Greenfield Union School District Boundaries and wishes to attend another Greenfield School. Current Year Requests:  Parents will receive a final decision regarding the status of a requested transfer within 30 days from the date the request was received.
Future Year Request: Parents will be notified of the District Open Enrollment Window on annual basis.
Appeals shall be submitted in writing within 10 days of the districts final decision. Appeals shall be submitted to the Assistant Superintendent of Personnel, located at 1624 Fairview Rd, Bakersfield, CA  93307.
Intra District Approval Reasons
No student currently residing within a school's attendance area shall be displaced by another student transferring from outside the attendance area.
1. Any student enrolled in a district school that has been identified on the state's Open Enrollment Act list (Education Code 48354)
2. Any student enrolled in a district school designated by the California Department of Education as "persistently dangerous" (20 USC 7912; 5 CCR 11992)
3. Any student who is a victim of a violent crime while on school grounds (20 USC 7912)
4. Upon a finding that special circumstances exist that might be harmful or dangerous to the student in the current attendance area. Special circumstances include, but are not limited to, threats of bodily harm or threats to the emotional stability of the student. Any such student may transfer to a district school that is at capacity and otherwise closed to transfers. To grant priority under these circumstances, the Superintendent or designee must have received either: (Education Code 35160.5)
a. A written statement from a representative of an appropriate state or local agency, including, but not necessarily limited to, a law enforcement official, social worker, or a properly licensed or registered professional such as a psychiatrist, psychologist, or marriage and family therapist
b. A court order, including a temporary restraining order and injunction
5. A sibling of a student already in attendance in that school
6. Any student whose parent/guardian is assigned to that school as his/her primary place of employment
The Superintendent or designee may deny initial requests for inter-district attendance permits due to limited district resources, overcrowding of school facilities at the relevant grade level, or other considerations that are not arbitrary (i.e. Attendance, Behavior).
Open Enrollment
Intra-district Open Enrollment:
Greenfield Union School District has an Open Enrollment Policy which provides the opportunity for parents who reside in the district to enroll their child in any school within the district on a space available basis.  Each school is required to serve the students who live within its attendance area prior to accepting any students from outside its attendance boundary. Greenfield Union School District supports parental choice and is committed to Open Enrollment, however, once enrollment reaches school capacity, that school or grade level will be closed to Open Enrollment.

Open Enrollment Widow for the 2024-2025 academic year opens January 29, 2024 through February 2, 2024. Parents interested in utilizing the Open Enrollment Process shall complete a School Choice Open Enrollment Form—Available at the GUSD District Office located at 1624 Fairview Rd.—during the Open Enrollment window.  The following conditions also restrict the opportunities for Open Enrollment:
1) Approvals are for one year and are reviewed each year.
2) Parents must provide transportation.
3) Space must be available at the requested school.
4) Transition to middle school is based not on previous school of enrollment, but on the school attendance area assigned to the neighborhood of residence.
5) Students who were previously placed in the “school of choice” will be permitted to continue at that school without applying again.
Open Enrollment applicants are selected via a random lottery process and placed based on available space at requested school.
Failure of the Parent/Guardian to meet the timelines specified by the district shall be deemed an abandonment of the request.
